I used this fix:

  1. Go into the game file –Computer/HP: C/Program Files/Steam/Steamapps/common/Victoria 2.
  2. Go to the map file, click on cache.
  3. Delete all its contents but DO NOT delete the folder.
  4. Go back to all of the Victoria 2 folders.
  5. Scroll down to “v2game” and click it twice.
